Nagpur: PMAY beneficiaries told to pay annual GP tax, ground rent to NIT

NAGPUR: Already facing numerous problems, beneficiaries of Pradhan Mantri Awas Yojana (PMAY) will have to pay annual ground rent to Nagpur Improvement Trust (NIT) along with annual tax of gram panchayat and maintenance cost, besides high interest on loans.

The civic agency did not give exemption from paying annual ground rent to these poor people like it does to slum-dwellers.

PMAY beneficiaries of Tarodi (khurd) Housing Scheme have started to get demand notes from NIT to pay the annual ground rent.

President of association of flat owners Pradeep Chaudhary alleged that NIT never informed the beneficiaries that they will have to pay annual ground rent. “Cost of flat measuring 28.53 sq m was calculated at Rs9.15 lakh, of which the government bore Rs2.5 lakh. For remaining amount Rs6.65 lakh, we have taken loans. Some obtained loans from cooperative banks at higher interest of 13% per annum,”he said.

He also added that NIT has done inferior quality of works so they are likely to face high maintenance cost in coming days. “NIT had recovered Rs25,000 as one-time maintenance charges from us and left various types of liabilities. Bidgaon gram panchayat recovered Rs614 for mutation and annual tax of Rs1,246. Now, NIT sent letters directing us to pay Rs505 as annual ground rent. We earn on daily basis so we became eligible in PMAY. We are in deep trouble due to all these wrong policies,” he said.

NIT owns plots across the city. NIT is distributing ownership rights to slum-dwellers who have encroached on its plots or land. Despite losing land, NIT is giving exemption from annual ground rent to slum-dwellers.

As per the copy of advertisement available with TOI, NIT had not mentioned about liability of annual ground rent or renewal after 30 years in it.

NIT officials claimed they had highlighted it in the information book or booklet published for the PMAY scheme. “We have asked people to refer to the information book in the advertisement,” they said.

TOI had highlighted various irregularities and violations in process of selection of beneficiaries and allotment of flats in this PMAY scheme. Shoddy quality of works causing water seepage inside flats, water logging in scheme, improper drinking water and power supply etc have also been written about in this publication.
